In helping to administer the New Horizons Senior Program and the Together we are strong campaign, the Applicant must meet one of the following criteria:
- Be a registered charity and be able to include their Charitable Number;
- Be a registered Canadian municipality; or
- Be a registered municipal or public body performing a function of government in Canada, including the below list of NWT First Nations as determined by the Canadian Revenue Agency:

- Deninu K’ue First Nation
- Gwich’in Tribal Council
- Jean Marie River First Nation
- Ka’a’gee Tu First Nation
- K’atl’odeeche First Nation
- Liidlii Kue First Nation
- Łutselk’e Dene First Nation
- Sahtú Renewable Resource Board
- Sambaa K’e First Nation
- Smith’s Landing First Nation
- Tłı̨chǫ Government
- West Point First Nation
- Yellowknives Dene First Nation
